City Parks to fully reopen on June 1
May 28, 2020
Effective June 1, 2020, city parks (including playground equipment and skate park) will be open for use by individuals and small groups of less than 10 people. The City continues to encourage the practice of social distancing when utilizing the parks of Webster City. The emphasis on enforcement of groups of 10 or more in the parks will continue.
The restrooms located within the parks will remain closed until further notice, no shelter reservations will be accepted at this point.
We appreciate your patience while these necessary actions are taken to protect the health and safety of our citizens and staff which is critical to mitigating the spread of the Coronavirus.

Faculties Usage 50% Capacity for exercise purposes only
People 18 and older may use the facilities until further notice
- No parties, classes, group meetings or any social events at this time.
- No Children until further notice.
- As you enter and leave the building, wear face covering or something better if you have it. Consider wearing a face covering during your workout.
- If you are sick, stay home. If you have a temperature, stay home. If someone in your house is sick, stay home. If you have allergies and can’t control sneezing, stay home.
- Please use social distancing upon registering at the front desk and respect any patrons distance/personal space in any of the areas.
- Any meetings with employees must be scheduled ahead of time and must use face masks.
- No gathering in groups in any of the areas.
- Pre-plan your workout routine to avoid lingering/socializing with others.
- Limit items touched within the workout areas and sanitize with provided supplies when finished.
- No fans allowed in any of the workout areas.

Same as Cardio Room - Exercise bikes have been placed and spread out in the Sampson room and Game room, patrons using the equipment need to keep a 6-foot distance. Please clean up before and after yourself with the disinfectant placed by the equipment.
- Gym, no contact games allowed, all basketballs have been put away, 1 or 2 people may bring their own basketball just to shoot baskets. You may exercise in the gym using social distancing.

On Monday, June 1, 2020, all offices located at City Hall in Webster City will be open by appointment only.
Most services can be handled online or over the telephone and residents are strongly encouraged to continue to use those options until further notice.

If you are using the drop box, please do not fold envelopes to fit unless you call to tell staff beforehand. The drop box is meant for regular-sized envelopes and can get jammed easily to the point of other items are not able to pass through.

For residents who believe they must visit City Hall, please call the appropriate number listed above to see if an appointment should be scheduled. Most service requests can be handled without having to physically come into City Hall. If not, an appointment time will be established and the following guidelines will apply:
- Only the visitor with the appointment will be allowed in the building.
- It is requested that visitors wear a face covering to their appointment.
- All visitors will be expected to use the main door (west front side of the building on Second Street) to enter and exit the building. If ADA accessibility is required, please let the staff member know when you schedule your appointment, and you will be instructed as needed.
- The staff member will meet you at the door to let you in and escort you to the appointment room directly inside the front door and escort you out when the appointment has concluded.
Citizen and staff health and safety continue to be our number one priority. Please do not enter City Hall if you are experiencing any of the following flu-like/respiratory symptoms:
- Fever of 100 degrees or more Fahrenheit
- Chronic Coughing and/or Sneezing
- Shortness of Breath
- Any other flu-like symptoms.
In keeping with the Governor’s public health proclamation, vulnerable persons, including those with preexisting medical conditions and those older than 65 should continue to limit their activities outside of their home, including visits to City Hall for any purpose.

Cleanup Day postponed until late summer

The City-Wide Cleanup Day will be likely be held a little later in the year due to the COVID-19 pandemic and the challenge of rescheduling and finding an alternate location.
Usually held in early June at the Webster City Middle School parking lot, the City Council of Webster City decided Monday night to push the event to a later date.
The council discussed moving the event to August or September, but with school likely starting in August, the event might have to be moved to a different drop off spot.
“I’d prefer to push it back,” said Councilman Brian Miller. “We can always find a different spot if we have to.”
“I think September sounds good to me,” said Councilman Matt McKinney.
Mayor John Hawkins suggested the event could be moved to the area behind the Elks building, but street department officials suggested that could interfere with the truck route.
Another idea suggested was to use Nokomis Park parking lot and baseball diamonds.
The council decided to continue discussions on a date and location.
The transition plan to get the city offices back open was also discussed.
The plan outlines that the street, line and public grounds departments will return to work in teams on a staggered schedule. The water and wastewater plant crews will remain at the assigned plant to limit exposure as must as possible. Break times will not be taken together, and disinfecting processes will be in full force, according to the plan.
Police department dispatch will remain on the 7-days on, 7-days off schedule and will re-evaluate the schedule prior to June 1. The recreation department will continue a rotation and will also re-evaluate prior to June 1.
The administrative offices will continue a rotation basis, with individuals working from home on their “out of office rotation,” and will re-evaluate before June 1.
All the departments and buildings will remain closed to the public. According to city officials, that will be the last phase of reopening and will be based on the circumstances at the time.
The council also heard a proclamation declaring Monday, May 25 as Memorial Day in Webster City. American Legion Commander Rich Stroner told the council that the traditional Memorial Day services will not be held in person. A ceremony will be broadcast at 11 a.m. on KQWC radio, followed by a parade of vehicles with flags around the community.

WC parks open today at noon

All of Webster City’s city parks will open again for use by the public at noon Tuesday, May 19, as part of the eased restrictions for the COVID-19 pandemic.
Area residents will find that there are still a few restrictions in place and not all areas will be available for use.
The Webster City City Council discussed the openings last night during its regular meeting held via Zoom and broadcast on Facebook Live.
City Manager Jeff Sheridan said consistent with Gov. Kim Reynolds’ proclamations, park playgrounds will remain closed until further notice. The skate park will also remain closed as will the restrooms at West Twin Park and Brewer Creek Park. Sheridan also said that there will be no park shelter rentals until further notice.
Sheridan said he had received questions about the disk golf course at Brewer Creek Park. Since the course is part of the park grounds, the disk golf would be open for use, provided the participants practice good social distancing, according to the city manager.
A decision on the opening of the outdoor pool will not be made until at least June 1, he added.
Fuller Hall will likely reopen sometime in June, he said.
“As you may know, city staff has take the opportunity provided by the closure of Fuller Hall to complete painting and other much needed maintenance that could not have been done while the facility was open,” he said in a memo to the council. “That work is expected to be completed sometime in early June.”
Sheridan said Fuller Hall would likely reopen the workout room first for adults only and for a limited number of people at a time.
“After that, if circumstances allow, the rest of the facility will be reopened, most likely at a reduced capacity,” according to Sheridan.

City-owned trails are open for individual use

At the City Council meeting on April 6, 2020, the Council chose to modify the closure of the City-owned trails as part of closing City Parks, restrooms and parking lots in response to the COVID-19 pandemic.
Effective immediately, the trails are open for use by individuals and small groups of less than 10 people. The City continues to encourage the practice of social distancing when utilizing the trails. The emphasis on enforcement of groups of 10 or more on the trails will continue. The rest of the parks, all playground equipment and restrooms will remain closed until further notice.

First Case of COVID-19 Confirmed in Hamilton County
April 5, 2020
On 4/5/2020 Iowa Department of Public Health (IDPH) reported a positive case of novel coronavirus (COVID-19) in Hamilton County. This individual is currently self-isolating at home.
While this is Hamilton County’s first case, it most likely will not be the last. “We continue to urge all residents to make prevention a priority by following these measurers.” said Hamilton County Public Health Administrator Shelby Kroona MPH BSN.
• Washing hands frequently with soap and water for a least 20 seconds each time.
• Covering coughs and sneezes with a tissue or elbow/upper arm.
• Staying home when ill.
• Limit contact with other individuals.
Approximately 80% of Iowans infected with COVID-19, will experience only a mild to moderate illness. Most mildly ill Iowans do not need to go to their healthcare provider or be tested to confirm they have COVID-19. Sick Iowans must stay home and isolate themselves from others in their house. You should continue to isolate yourself until all of the following are met:
• You have had no fever for at least 72 hours (that is three full days of no fever without the use of medicine that reduces fevers)
• other symptoms have improved (for example, when your cough or shortness of breath has improved)
• At least 7 days have passed since your symptoms first appeared.
If you think you may need healthcare, call first. Your provider can assess whether you need to be seen in the office or if you can recover at home. There may also be options for you to talk to a medical provider from home using technology.

City announces building inspection service guidelines in response to COVID-19

In response to the COVID-19 virus, the City of Webster City facilities are closed to the general public including the Inspection Department at City Hall. Building Inspection Services has outlined the following guidelines to assist builders and developers in limiting interactions in the field during this time.
PERMITS: All permit applications are available online and applications continue to be required to be submitted electronically. You can find all the permit applications for Building and Trade Permits on the City website.
BUILDING INSPECTION SERVICES: Building Inspection services will continue, with some restrictions in place to protect the safety of the public, our builder and contractor partners, and our employees.
General guidelines for all inspections:
- When scheduling any inspection, call the Building Inspector, Cory Simpson, at 515-832-9139 (w) or 515-297-1305 (cell).
- We will limit exposure to as few individuals on site as possible. We request that only the sub-contractor or General Contractor be present on site at the time of inspection. You will be asked basic health screening question(s) about the people on the job site.
- Building Inspection Services staff may evaluate the risk before proceeding with any scheduled inspection. In order to follow State direction on social distancing, no more than 10 people in a group, with 6-8 feet of distance between people.
No Modifications: Inspections that will occur as normal:
- Exterior footings, foundations, decks, accessory structures.
- Residential and commercial projects where structure is unoccupied.
- In general, any new unoccupied construction project or outside project where exposure can be limited.
- Exterior sewer and groundwork
- Unoccupied commercial and residential projects
- Electrical service
- Temporary electrical service
Modifications: Inspections that will be adjusted for public safety:
- Interior residential/commercial where occupants are present will be determined on a case-by-case basis when inspection is requested. We will evaluate the health and safety issues and determine the best course of action. Depending on the project, photos, videos, live video or other documentation of the area may be considered to determine compliance.
- High risk facilities such as hospitals, health care centers, day cares, or schools will be determined on a case-by-case basis. We will evaluate the health and safety issues and determine the best course of action. - All other projects that may pose a hazard from exposure to more than 10 or more individuals who pose a risk will be determined on a case-by-case basis. Depending on the project, photos, videos, live video or other documentation of the area may be considered to determine compliance.
- Mechanical / Plumbing / Electrical health and safety issues including no heat, no water, no electrical will be evaluated and prioritized. We will work with subcontractors on limiting risk during inspections.
- Inspections of appliance replacements such as furnaces and water heaters in single family dwellings will be suspended until further notice. The contractor may provide photos or other documentation of the work and email to Cory Simpson at csimpson@webstercity.com
We want all our citizens, staff, contractors and developers to get through this difficult time while still making positive progress in our community. Stay safe and please follow the recommendations established by the Centers for Disease Control (CDC) and the Hamilton County Health Department.
City takes additional steps to assist residents during COVID-19

Effective immediately, the Utility Office will not be mailing out late payment notices, delivery of disconnect slips nor will we be disconnecting water or electric service for non-payment until further notice. In addition, the 1.5% penalty assessed for late payment will be waived until further notice.
The City is putting these procedures in place to help the residents and businesses that may be experiencing financial hardship due to the COVID-19 virus. It is important to note that the bill amounts are not being forgiven.
We are encouraging customers to call the Utility Office at 832-9141 if they are in a hardship to work with the office and to set up a payment plan.
Until further notice, the City is also limiting employee exposure and are not permitting them to enter homes unless an emergency.

City staff to rotate on shifts in response to COVID-19

In an effort to respond to the current COVID-19 circumstances, as well as to be prepared should the situation worsen, effectively immediately the City Public Works Department has been divided into two teams which will alternate two weeks on and two weeks off, sheltering in place. Public Safety will continue to operate under a regular schedule. City Hall staff are also divided into two teams and will rotate on a one week in the office, one week out except for the City Manager.

DPS AND DPH explain legal authorities under Disaster Emergency Proclamation
March 18, 2020
To support the Governor’s Proclamation of Disaster Emergency pursuant to Iowa Code sections 29C.6, 135.140, and 135.144, the Iowa Department of Public Safety and Iowa Department of Public Health are providing the following guidance in the enforcement of this order.
The Proclamation contains a number of orders issued by the Governor in conjunction with the Department of Public Health, including orders related to the closure of:
• All restaurants and bars. Food or beverages may continue to be sold if delivered to customers off the premises or if such food or beverages are promptly taken from the premises, such as by carry-out or drive-through services.
• All fitness centers, health clubs, health spas, gyms, and aquatic centers.
• All theaters or other performance venues at which live performances or motion pictures are shown.
• All casinos or other facilities conducting pari-mutuel wagering or gaming operations.
• All facilities that conduct adult day services or other senior citizen centers.
It further prohibits social, community, spiritual, religious, recreational, leisure, and sporting gatherings and events of more than 10 people. This includes parades, festivals, conventions, and fundraisers.
City to issue reserved parking spots for dining pickup

Today, Governor Reynolds issued a State of Public Health Disaster Emergency, mandating that effective Noon today, March 17, 2020, and continuing until 11:59 p.m. on March 31, 2020, all restaurants and bars are hereby closed to the general public except that to the extent permitted by applicable law, and in accordance with any recommendations of the Iowa Department of Public Health, food and beverages may be sold if such food or beverages are promptly taken from the premises, such as on a carryout or drive-through basis, or if the food or beverage is delivered to customers off the premises.
In an effort to support our local restaurants in meeting these new requirements, the City of Webster City is accepting requests from establishments to install temporary signs reserving up to two parking spots for pickup/takeout service. To request signs, please call the City Manager’s Office at (515) 832-9151.

- Online Electronic Payments – a link is provided on the city website at webstercity.com to take you to Xpress Bill Pay or you may go directly to xpressbillpay.com If you have not already set up an online account you will need to do this prior to making your first payment. During this time, all standard service fees will be waived.
You may call the city office at 515-832-9141 to speak with a staff member to help with the process. Staff hours are 8:00 a.m. – 5:00 p.m. Monday-Friday.
Your banking institution should have an online option called bill pay. Call or go to their website for more information.
- Drop Box – we have a drop box located on the west side of the Municipal Building which is located at 400 2nd Please include your remittance stub which is the top portion of your utility bill. If you have lost the bill please include your name, address and phone number with your payment. We recommend using checks and/or money orders.
- Mail – you can use the provided return envelope included in your utility bill mailing. If you have lost the bill, please mail to: City of Webster City, P.O. Box 217, Webster City IA 50595 and include your name, address and phone number to ensure it is applied to the correct account.

Webster City Police Department announces changes in their daily operations due to COVID-19

In response to the COVID-19 crisis, the Webster City Police Department is announcing changes in their daily operations during the duration of City Hall’s closing. The Police Department will continue to provide services to the community while taking precautions to keep their staff safe.
Effectively immediately, the following changes will go into effect:
• Both the north and south entrances to the Police Department lobby will be closed. If an individual needs to speak with an officer, they are to call the Police Department business line at 515-832-9166. Every effort will be made to handle the matter over the telephone. In the event the matter can’t be handled over the phone, an appointment will be made for an officer to meet the individual at the Police Department.
• Payments of fees and fines are to placed in the Utility Office Drop Box on the west side of the City Hall building. Payments will not be accepted at the Police Department window.
• Fingerprint services will be suspended while City Hall is closed.
• Prescription drug collection and drop off will be suspended while City Hall is closed.
The Police Department wants to clarify that the only changes in their daily operations will be those conducted one-on-one at City Hall. There will be no disruption in safety services being provided to the community as officers and staff will remain on duty twenty-four hours a day, seven days a weekMarch.

In response to the current COVID-19 pandemic, the City of Webster City is making the following changes effective immediately;
• City Hall will be closed to the public. All utility and other City payments may be made to the drop box located on the west side of City Hall.
• Fuller Hall will be closed at least until April 20th.
• All City operations, buildings and locations are also closed to the public. Please contact by phone or email your questions, issues or concerns.
• All City boards and commission meetings are canceled until further notice. Meetings may be scheduled to be held via phone or virtual meeting platform.
• All City staff work-related out of town travel is canceled.
