Council to continue ORV, golf cart discussion

Discussion on the proposed ordinance to allow off-road utility vehicles and golf carts to use the streets within the city limits of Webster City will continue Monday night during the regular City Council meeting, beginning at 6 p.m.

The meeting will be held virtually and area residents can access the meeting by watching it on the city’s Facebook page, on Mediacom Channel 117.2 or by dialing in to the Zoom teleconferencing platform. To access the Zoom meeting, use the meeting ID 814 6889 7670 and the passcode 465861.

The council passed the first reading of the proposed ordinance at its last meeting. The council will look at a revised draft of the ordinance which would include a permitting process and fines for violation of the ordinance. The council will discuss permit fees and fines during the meeting.

The council will also review whether the Hotel/Motel Tax board should dedicate a part of the annual portion of the H/M tax revenue to the Chamber of Commerce each year.

The city has received a request from Kading Properties of Urbandale. The firm is seeking approval of a proposed planned residential unit development. According to a memo from the planning director, the council is being asked to refer the matter to the Planning and Zoning Commission for a study, public hearing and the commission’s recommendation.

The City Council will be asked to accept the work and authorize payment in the amount of $51,340 to MidIowa Site Services of Fort Dodge for completion of the 2019 building demolition project. Included in that project were structures at 1014 Elm Street, 940 Third Street, 1021 Clark Street and 313 Broadway Street.

The line department will bring a request for the purchase of a boring unit from Vermeer in the amount of $146,000 plus tax per the bid quote. According to Adam Dickinson, line department supervisor, the unit has “been on the radar for the past several Capital Equipment Plans,” and the department has been piecing together components to keep the current machine functioning.

Requests from the police chief, fire chief and line department supervisors for the purchase of portable radios is on the agenda. The police department is requesting three portable and six mobile radios, totaling $41,127. The fire department is requesting seven portable radios at a cost not to exceed $34,600 and the line department is seeking 10 portable radios in an amount not to exceed $18,300.

The council will also hear an update on COVID-19.
